The Scam Compounds Brief – Issue 2

The Scam Compounds Brief is an ongoing analytical series by Humanity Research Consultancy Limited (HRC) that examines the evolution of transnational criminal networks, primarily Chinese-speaking syndicates, operating scam facilities. Each issue identifies emerging operational patterns, enforcement actions, and structural shifts across affected jurisdictions. Issue 2 covers:
- Cambodia reported that more than 210,000 foreign nationals linked to scam operations have left the country since mid-2025, alongside ongoing deportations and enforcement actions.
- Thousands of individuals released or escaping from scam compounds remain stranded without passports, legal status, or financial means, creating a growing humanitarian crisis.
- Over 600 Kenyan nationals filed a court petition seeking repatriation, alleging they were trafficked into scam compounds under false job promises and forced to work in abusive conditions.
- Two Indonesian women trafficked into scam compounds died in Phnom Penh in early March, highlighting ongoing severe abuse, including physical and sexual violence.
- Recruitment into scam compounds continues at scale, with thousands of job postings on Telegram and TikTok advertising deceptive roles and targeting foreign workers already in Cambodia.
- HRC identifies that law enforcement pressure has disrupted scam operations but triggered internal disputes, including unpaid wages, abandoned operations, and conflicts between investors, managers, and workers.
- HRC identifies anonymous Telegram posts increasingly expose internal tensions, including worker poaching, financial disputes, and threats of doxxing among scam operators.
- Reports indicate that scam compounds and companies continue operating despite crackdowns, with allegations of severe abuse and possible links to politically influential individuals.
