The Scam Compounds Brief is an ongoing analytical series by Humanity Research Consultancy Limited (HRC) that examines the evolution of transnational criminal networks, primarily Chinese-speaking syndicates, operating scam facilities. Each issue identifies emerging operational patterns, enforcement actions, and structural shifts across affected jurisdictions. Issue 3 covers:

  • Large-scale international enforcement efforts have intensified, including INTERPOL’s Global Fraud Taskforce and UK sanctions targeting key scam infrastructure and financial enablers such as Cambodia’s #8 Park compound and associated crypto marketplaces.
  • Transnational recruitment continues to draw victims globally, including a large number of African nationals trafficked into scam compounds, many of whom remain stranded after raids due to limited consular support and legal vulnerabilities.
  • Scam compound operational models are increasingly exported beyond Southeast Asia, with cases in Eswatini and India replicating coordinated, multi-site fraud structures, remote management, and long-term social engineering tactics.
  • Enforcement pressure has contributed to geographic displacement, with scam networks expanding into new jurisdictions such as Sri Lanka.
  • In Myanmar’s Myawaddy region, the number of scam compounds has increased despite conflict and sanctions, highlighting the industry’s resilience, industrial scale, and ability to adapt under pressure.
  • Unverified but recurring testimonies point to abuse, extortion, and poor conditions in immigration detention centres, suggesting risks of continued exploitation even after individuals exit scam compounds.
