Humanity Research Consultancy (HRC) has recently partnered with Causal Design to evaluate FisheryProgress’ Human Rights and Social Responsibility Policy (HRSRP) in the context of the ongoing PROSPECTIVE Pacific Ocean Tuna Longline (TTLA) Fishery Improvement Project (FIP). HRC brings valuable expertise in the local context and has established trust with FIP stakeholders, particularly fishers and workers, enabling it to provide guidance and support for effective data collection.

The PROSPECTIVE Pacific Ocean Tuna Longline (TTLA) FIP focuses on enhancing fishery management strategies, improving environmental oversight, and promoting social responsibility among participating Taiwanese longline tuna fishing vessels. Its goal is to prepare these vessels for Marine Stewardship Council certification. This initiative, led by the Taiwan Tuna Longline Association (TTLA) in collaboration with Ocean Outcomes (O2), marks the first non-trader-led FIP in Donggang Taiwan. TTLA plays a pivotal role in the management of fishery in Dongang by coordinating logistics, facilitating catch reporting, and supporting over 400 member vessels in obtaining fishing licenses.

To ensure a thorough evaluation, our team will gather perspectives from a diverse range of stakeholders, including government agencies, FIP implementers, and vessel-level respondents, including owners, fishers, and crew. Data will be collected through qualitative semi-structured interviews and participatory workshops. The research aims to gather comprehensive insights into the HRSRP’s implementation, uncover key challenges, and provide actionable recommendations for enhancing the implementation and impact of the HRSRP. This evaluation reflects a significant step toward aligning social and environmental goals in the fishing industry, fostering sustainable practices, and advancing human rights on Taiwanese fishing vessels.
